In Malaysia, Shell Aviation operate in 7 locations in KUL & PEN (West Malaysia) and KCH, MYY, LBU, BKI & TWU (East Malaysia) with more than 200-250 aircrafts refueled per day.

What You’ll Be Doing

Safe, Reliable & Efficient Operations

  • Accountable for day‑to‑day aviation fueling operations at in line with Shell Aviation Operations Manual (SAOM), Joint Inspection Group (JIG) standard and local regulatory requirements.
  • Ensure continuity of fuel supply to airline customers through safe operation of fixed installations, hydrant systems, dispenser and bowsers.
  • Implement and maintain SAV systems and other Shell approved systems such as Shell Performance Framework (SPF), SEAM and others.
  • Ensure operational readiness and maintain effectiveness during peak demand, disruptions, emergencies or special operations.
  • Lead effective cost management including budget planning, expenditure tracking, OPEX optimization and financial accountability.
  • Ensure collaboration with Shell Airport Optimizer (AO), Trading & Supply (T&S) and required stakeholder by providing accurate Demand/Forecast (DF) up to 6-12 months for continuous supply without any disruption to customers.

HSSE & Ethics Leadership

  • Provide visible and authentic HSSE leadership in line with Goal Zero, Shell Life‑Saving Rules (LSR) and Process Safety Fundamental (PSF).
  • Lead site HSSE activities include toolbox talks, meeting site inspections, safety leadership visits and field coaching.
  • Lead and maintain the Site HSSE Plan and Emergency Response Plan (ERP), ensuring regular drills and coordination with airport emergency services.
  • Promote a strong safety culture and ensure consistent application of critical controls and PPE requirements.
  • Lead Permit to Work activities for non-routine activities on site ensuring compliance with Permit to Work (PTW) procedures.
  • Ensure implementation of Shell Security standards, including maintenance of the Site Security Risk Assessment (SRA)
  • Coordinate with airport security and relevant authorities on security‑related matters.
  • Own site‑level risk management, including HEMP, HRA, and SRA assessments.
  • Ensure all incidents, near misses, and unsafe conditions are reported, investigated, and learned from.
  • Own and maintain the Management of Change (MoC) process and register, ensuring risks are assessed and approvals obtained prior to implementation.
  • Lead and implement Shell Ethics & Compliance with all team members including internal and external stakeholders.

Compliance, Governance & Assurance

  • Lead on compliance with Civil Aviation Authority Malaysia (CAAM), Malaysia Airports Holdings Berhad (MAHB), Department of Occupational Safety and Health (DOSH), Department of Environment (DOE) and other authorities.
  • Maintain Civil Aviation Authority Malaysia (CAAM) license requirement and lead for renewal process for Shell Malaysia Trading Sdn Bhd.
  • Ensure tenancy agreement renewal process in place with Malaysia Airports Holdings Berhad (MAHB) for Shell Malaysia Trading Sdn Bhd / Shell Timur Sdn Bhd.
  • Ensure Shell Emergency Response Plan (ERP) aligned with Airport Emergency Response Plan (AERP) and Fire and Rescue Services (AFRS)
  • Ensure all Shell Aviation procedures, work instructions and control frameworks are implemented and followed.
  • Maintain accurate records and operational data including License & Permit (L&P) in Shell approved systems such as i6, Maintain X, Fieldglass, Workday Learning and others.
  • Lead and act as site focal point for internal audits, external inspections and regulatory assurance activities.
  • Ensure timely closeout of audit findings, incidents, and corrective actions.
  • Monitor and maintain operator competence, fitness‑to‑drive (Airport Driving Pass & Airport Pass), licensing, and vehicle compliance.

People Leadership, Competency & Capability Management

  • Lead, manage, and develop the operations team, including superv
  • isors, operators and contractors.
  • Implement the most effective duty roaster and monitor the workload to avoid fatigue.
  • Determine manpower requirements and succession planning in collaboration with Country Operations Manager.
  • Lead and ensure all staff meet competency, licensing, Fitness to Work (FTW) and training requirements as required by Shell and local authorities.
  • Foster a disciplined, inclusive and high‑performance team culture aligned with Shell values.
  • Ability to drive a culture of Operational Discipline, care for people and continuous improvement.
  • Build trust and maintain excellent working relationships with internal and external stakeholders (e.g. internal partners, third party operators, suppliers, local authorities, government agencies, etc.).

Asset Integrity, Maintenance & Project Management

  • Accountable for the integrity, availability and reliability of all aviation fueling assets.
  • Lead preventive (planned) and corrective maintenance (unplanned) are executed in accordance with manufacturer guidelines, Shell Aviation Maintenance Manual (SAMM), regulatory requirements and verify the invoice for payment.
  • Lead and manage maintenance activities conducted by qualified personnel or Shell approved contractors.
  • Maintain high standards of housekeeping, equipment condition and site cleanliness.
  • Lead execution of the maintenance plan for the site. Conduct surveillance inspections. Ensure corrective actions are implemented. Ensure maintenance of HSSE critical equipment. Ensure quality and timely execution of the Reliability and Integrity Program for the site.
  • Ensure integrity and functionality of safety‑critical systems such as interlocks, nozzle selectivity, and underwing fueling protections.
  • Develop and establish site-specific local operating procedures for site safety critical tasks.
  • Lead and work closely with the HSSE & Engineering Lead and Business Opportunity Manager (BOM) on transformation programs with full support of CAPEX implementation, including participation in preparation of 3 main pillars of project management which are scope, cost and schedule, as Permit Issuer and contributor to JHA/JMS reviews.

Stock Control & Product Quality

  • Accountable for fuel quantity, quality and product integrity at site by maintaining product quality documents.
  • Lead and ensure accurate daily, monthly and annual stock reconciliations.
  • Investigate and report stock gains or losses with corrective actions.
  • Ensure calibration of tanks, meters and gauging systems by maintaining valid calibration certificates.
  • Ensure hazardous and non‑hazardous waste is managed, stored and disposed of in compliance with legal and Shell requirements.

What You Bring

  • Minimum 10 years’ experience in Operation, Asset Management, Maintenance and Process Safety.
  • Bachelor’s degree (previous work experience will be taken into consideration for any candidates who might not meet the educational standard).
  • Experience with aviation fueling systems or fuel farm operations is highly preferred but not compulsory.
  • Skilled in operations and has a sound understanding of the key levers for safe, compliant and efficient operations
  • Proven leadership capability is a must.
  • Ability to influence without direct authority.
  • Self-starter, well organized, independent and proactive.
  • Possesses strong interpersonal, oral and written communication skills.
  • The role is expected to be Full-Time 5-day attendance at Shell Aviation office inside airport (8am-5pm) and on call for 24/7 as part of emergency response.
  • Demonstrated resiliency is a must to handle the stress related to day-to-day operations and people management.
  • The role coordinates all operational activities in the airport. Ability to ensure proper work prioritization is a must.
  • Must remain medically fit to meet Shell SAV FTW requirements.
  • Flexibility to adapt as role scope evolves with business needs.
  • Analyses internal and external data to identify growth opportunities and drives initiatives accordingly.
  • Certified as ACE trainer within 1 year of appointment as Site Manager.
  • Certified as Lead Permit Issuer (LPI) within 1 year of appointment as Site Manager.
  • Champion in digitalization process including adapting Co-Pilot and other tools to improve Performance, enhance Discipline and strive for Simplification (PDS).
  • Appointed as Contract Holder for Maintenance Contract including for High Risk or any other contract and lead for discussion for extension/renewal or any commercial/technical discussion.

KUL Dimensions:

  • This role will be based in Kuala Lumpur International Airport (KUL).
  • Operation hours: 24 hours / 7 days per week
  • Number of refueling: 100-150 aircraft per day
  • Number of direct reporting (FTE): 1
  • Number of indirect reporting (non-FTE): 25-30
  • Number of vehicles: 15
  • Number of contractors / vendors: 8-10

EM Dimensions:

  • This role will be based in Kota Kinabalu International Airport (BKI) and expected to travel between Labuan, Tawau, Kuching and Miri.
  • Location: 5 sites (KCH, MYY, LBU, BKI, TWU)
  • Operation hours: 18-22 hours / 7 days per week
  • Number of refueling: 50-80 aircraft per day
  • Number of direct reporting (FTE): 2
  • Number of indirect reporting (non-FTE): 50
  • Number of vehicles: 20
  • Number of contractors / vendors: 8-10

PEN Dimensions:

  • This role will be based in Penang International Airport (PEN).
  • Operation hours: 18-22 hours / 7 days per week
  • Number of refueling: 15-20 aircraft per day
  • Number of direct reporting (non-FTE): 10
  • Number of vehicles: 7
  • Number of contractors / vendors: 8-10
