POSITION: ASSOCIATE LEGAL COUNSEL /LEGAL COUNSEL, PROCUREMENT LEGAL ADVISORY (IT)(CONTRACT) | CENTRALISED PROCUREMENT DEPARTMENT
ROLE PURPOSE:
- Associate Legal Counsel / Legal Counsel (Procurement) is responsible to provide legal support and guidance on procurement contracts for efficient management of procurement process in the Bank.
- This role involves drafting, reviewing and negotiating procurement contracts (e.g.: SaaS agreement, software licensing, hardware purchase agreement, managed IT services and support & maintenance services) and related legal documentation, providing legal advice in the area of corporate/commercial law including contract law and collaboration with Senior Legal Counsel to develop and implement legal services standards and processes for an effective management of legal risks in the Bank's procurement framework.
PRINCIPAL ACCOUNTABILITIES:
- Responsible in drafting, reviewing and negotiating procurement contracts (e.g.: SaaS agreement, software licensing, hardware purchase agreement, managed IT services and support & maintenance services) and project-related contracts for the Bank to ensure consistency and compliance with relevant laws/regulations to safeguard the Bank’s interest.
- Conduct legal research and perform legal due diligence to ensure the Bank is well-informed and proactive in addressing legal issue during pre-contract and post contract phases issues.
- Conduct legal training and awareness programs and any other duties as and when assigned from time
- to time.
- Maintain legal databases and oversee other administrative procedures related to legal matters.
- Keep abreast of changes in laws and standards related to procurement to meet the legal needs of the
- Bank and to ensure the Bank remains compliant.
SKILLS & KNOWLEDGE:
Academic Qualifications:
1. A Minimum Bachelor in Laws (LL.B.) from a recognised university is mandatory.
2. A Master of Laws is an added advantage.
3. Admitted as an Advocate and Solicitor of the High Court of Malaya/Sabah & Sarawak is an added advantage.
Experience:
1. ≥ 3 years working experience in handling commercial and procurement contracts.
2. Experience in IT procurement contracts (on premises and cloud solutions), intellectual property law, and commercial contracts is an added advantage.
3. Excellent in drafting, negotiation, analytical thinking and communication skills.
4. Ability to work independently and as part of a team.
