(Contract - 2 Years) Associate Analyst/Analyst, Payments, Data Management and Statistics

ROLE PURPOSE
Collect, compile and disseminate credible and timely payment statistics to facilitate surveillance, compliance analysis, and policy formulation, in accordance with statutory and stakeholders’ requirements and international, national and bank-wide compilation/ dissemination standards and methodologies. The role also requires staff to conduct statistical analysis/research using payment datasets to provide insights to stakeholders. Finally, the role requires staff to assess functional requirements for the development/enhancement of payment-related data collection and dissemination platforms/approaches.
PRINCIPAL ACCOUNTABILITIES
Efficient Data Management:
- Compile data from reporting entities (REs) i.e. Financial and selected Non-Financial Institutions, in accordance with international, national and bank-wide statistical standards and compliance requirements (EDG, ISMP etc.).
- Facilitate REs to meet regulatory reporting requirements as mandated in the relevant acts and guidelines in accordance with stipulated deadlines, by effectively communicating reporting requirements, clarifications and guidance to REs to ensure reporting integrity via training materials or specific engagements with REs.
- Verify data at micro and macro levels to ensure data integrity and accuracy and undertake pre-emptive measures to address data issues.
- Identify problems/weaknesses in data management operations, including system-related matters, make recommendations and implement solutions to improve process efficiency and effectiveness.
- Draft or revise policy documents, data quality framework and operational procedures to document the latest reporting requirements and data management operations.
- Keep abreast with the latest developments on international and national statistical standard and significant developments affecting best practices in data compilation.
Statistical Insights:
- Analyse data trend at individual entity, sector/industry, domestic and global settings to identify data patterns and significant developments affecting stakeholders, within subject area – the outcome will be incorporated as part of existing report or specific white papers; and
- Generate meaningful data insights, including thematic write-ups/papers to be presented to senior management and policy platforms, through statistical methodologies and analytics.
Statistical Imputation & Forecasting:
- Conduct statistical analysis/ research on relevant publications with the application of relevant statistical methodology to improve data comprehensiveness and quality; and
- Impute missing data points and forecast future trends through utilisation of statistical models and data science techniques.
Statistical Communication:
- Develop effective statistical communication in conveying statistical information and insights to a wide range of audiences.
- Proactively monitor issues where payment data can be used to address public queries and collaborate with strategic communications of the Bank to dispel misconceptions or reinforce key messages.
- Communicate and engage with external stakeholders through collaborative/ roundtable discussions for various statistical initiatives to support organisational goals and priorities.
Data Platforms Enhancement:
- Establish comprehensive business and functional requirements for the development/ enhancement of the payment-related data collection and dissemination platforms; and
- Conduct comprehensive platform testing to ensure all business and functional requirements are properly incorporated and that the platform can meet user requirements efficiently.
Data advisory and advocacy:
- Facilitate greater data usage through promotion of data products and enterprise learning programs.
- Provide advisory and technical services to stakeholders where required to support the use of payment data.
- Proactively identify and recommend new or granular data items for general publication to support the open data initiatives by the Bank.
Coaching and training:
- Coach and supervise the team of support staff.
QUALIFICATIONS
- Academic Qualifications: Degree in Mathematics, Statistics, Economics, Business, Finance, Banking, Accounting, or equivalent.
- Experience: At least 2 years of working experience, preferably with a demonstrated ability in data management and interest in macroeconomics and debt securities Statistics.
