About Us

The Health, Safety & Environment (HSE) Manager is responsible for leading and driving GDC’s Health, Safety, Environment, and Regulatory Compliance agenda across the site. This position ensures a world-class, safe, healthy, sustainable, and fully compliant workplace for all employees, contractors, visitors, and partners while supporting Dyson's innovation and operational excellence.

The HSE Manager will establish a proactive safety culture where safety is integrated into every aspect of research, development, laboratories, engineering activities, manufacturing support functions, office operations, and facility management. The role is accountable for ensuring compliance with all applicable Malaysian regulations, Dyson global standards, and industry best practices.

About The Role

HSE Leadership & Culture

  • Serve as the site's HSE leader and subject matter expert for all health, safety, environmental, and regulatory matters.
  • Develop and implement GDC's HSE strategy, roadmap, and annual objectives.
  • Foster a "Safety First" culture through visible leadership, employee engagement, communication, and continuous improvement initiatives.
  • Champion behavioral safety programs to create a proactive and accountable safety culture.
  • Partner with leadership teams to embed HSE considerations into business decisions, project planning, and operational activities.
  • Lead site-wide HSE committees and governance forums.


Regulatory Compliance & Governance

  • Ensure full compliance with all applicable Malaysian laws, regulations, permits, and standards, including but not limited to:
    • Occupational Safety and Health Act (OSHA)
    • Environmental Quality Act (EQA)
    • Fire Services Act
    • Factory and Machinery regulations
    • Department of Occupational Safety and Health (DOSH) requirements
    • Department of Environment (DOE) requirements
    • Local authority regulations and approvals
  • Maintain all required licenses, permits, certifications, and statutory submissions.
  • Monitor regulatory changes and assess business impacts.
  • Act as the primary liaison with regulatory authorities, inspectors, auditors, and government agencies.

Risk Management & Workplace Safety

  • Develop and maintain site-wide risk management frameworks.
  • Lead hazard identification, risk assessment, and mitigation programs.
  • Ensure all work activities are conducted in accordance with safe work procedures.
  • Drive contractor safety management programs and compliance.
  • Establish and monitor permit-to-work systems for high-risk activities.
  • Oversee safety programs covering:
    • Electrical safety
    • Working at height
    • Confined space
    • Laboratory safety
    • Chemical management
    • Machinery safety
    • Ergonomics
    • Construction safety
    • Vehicle and traffic safety
  • Conduct regular workplace inspections, audits, and safety observations.

Emergency Preparedness & Business Resilience

  • Develop, implement, and continuously improve emergency response plans.
  • Lead emergency response teams and incident command structures.
  • Coordinate emergency drills including:
    • Fire evacuation
    • Medical emergencies
    • Chemical spills
    • Environmental incidents
    • Business continuity response
  • Collaborate with local emergency authorities, fire departments, hospitals, and government agencies.
  • Ensure emergency equipment and systems are maintained and regularly tested.

Incident Management & Investigation

  • Lead investigations of incidents, near misses, unsafe conditions, and environmental events.
  • Identify root causes and implement corrective and preventive actions.
  • Track closure and effectiveness of corrective action plans.
  • Develop lessons learned and communicate findings across the organization.
  • Establish robust reporting and escalation processes.


Environmental Sustainability & Compliance

  • Lead environmental management programs aligned with Dyson sustainability objectives.
  • Ensure compliance with environmental permits and regulatory requirements.
  • Drive initiatives related to:
    • Waste management
    • Scheduled waste compliance
    • Energy conservation
    • Water efficiency
    • Carbon footprint reduction
    • Air emissions management
    • Wastewater management
  • Monitor environmental performance metrics and identify opportunities for improvement.

Occupational Health & Employee Wellbeing

  • Develop and implement occupational health programs.
  • Coordinate industrial hygiene assessments and exposure monitoring.
  • Manage workplace health surveillance programs.
  • Drive ergonomics assessments and injury prevention initiatives.
  • Support employee wellbeing programs in partnership with HR and Facilities teams.
  • Ensure appropriate management of workplace health risks including:
    • Noise
    • Indoor air quality
    • Chemicals
    • Biological hazards
    • Ergonomic risks
HSE Systems, Audits & Continuous Improvement

  • Establish and maintain ISO 45001 management systems.
  • Lead internal and external HSE audits.
  • Drive corrective action and continuous improvement programs.
  • Develop and maintain HSE policies, standards, procedures, and guidelines.
  • Benchmark industry best practices and implement innovative HSE solutions.


Training & Competency Development

  • Develop and execute annual HSE training plans.
  • Ensure compliance with mandatory statutory and company training requirements.
  • Deliver HSE awareness programs across all employee levels.
  • Build HSE competencies among managers, supervisors, employees, and contractors.
  • Promote employee involvement in safety initiatives and campaigns.


Facilities, Laboratories & Project Safety Support

  • Provide HSE oversight for:
    • Research and development laboratories
    • Engineering workshops
    • Prototype development areas
    • Offices and collaboration spaces
    • Facilities operations
    • Construction and expansion projects
  • Participate in design reviews and project risk assessments to ensure safety-by-design principles.
  • Support commissioning and qualification activities for new facilities and equipment.

Leadership Responsibilities

  • Lead, develop, and mentor the site HSE team.
  • Build strong partnerships with cross functional and Site Leadership teams.
  • Influence senior leadership on HSE priorities and strategic decisions.
  • Promote accountability and ownership of safety performance throughout the organization.

The HSE Manager Will Be Accountable For

  • Zero fatalities and life-changing injuries.
  • Reduction in Total Recordable Incident Rate (TRIR).
  • Improvement in near-miss reporting and hazard identification.
  • 100% compliance with regulatory requirements and permit conditions.
  • Successful completion of regulatory inspections and audits.
  • Closure of corrective actions within target timelines.
  • Emergency preparedness effectiveness.
  • Contractor HSE performance.
  • Environmental compliance and sustainability targets.
  • Employee safety engagement and participation rates.


About you

  • Bachelor's Degree in Occupational Safety & Health, Environmental Science, Engineering, Industrial Hygiene, or related discipline.
  • DOSH certified Safety & Health Officer (SHO) with a valid Green Book
  • Minimum 5-10 years of progressive HSE leadership experience.
  • Experience managing HSE programs in a technology, engineering, research & development, manufacturing, or campus environment.
  • Strong knowledge of Malaysian HSE regulations and compliance requirements.
  • Experience leading regulatory inspections, audits, and certification programs.
  • Proven track record of driving cultural transformation and safety excellence.

最近、自分の人生についてよく考える。35歳。妻がいて、子供が2人いて、家を買って、会社員として働いている。側から見れば、たぶん普通にちゃんと生きている。でも、最近よく思う。「俺、本当はもっと違う人生もあったんちゃうか」と。⸻同級生を見て、少しつらくなることがある最近、同級生の人生を見ていて、少しつらくなることがある。そいつは、20代の頃にいろんな経験をして、いろんな人と出会って、いろんな世界を見てきた。そして今、俺が理想としていたようなキャリアを歩いている。もちろん、そいつの人生が俺より優れているという話ではない。でも、ふと思う。「もし俺が20代で東京に行っていたら、どうなっていたんやろう」大学を卒業して、もっと大きな会社に入り、東京で働いて、いろんな人間と出会って、もっと早い段階で自分の可能性を知っていたら。今とは違う人生になっていたかもしれない。そんなことを考える。そして、こういうことを考える自分に対して、「今さら何を言ってるんや」とも思う。35歳にもなって、20代の選択を振り返っている。でも、最近は少し考え方が変わってきた。過去に戻れないことを悔やみ続けるより、「じゃあ、ここから何をするのか」を考えた方がいい。⸻35歳で、またキャリアに悩んでいる現在は、大手インフラ企業で人事系システムの企画に携わっている。これまでのキャリアは、決して一直線ではなかった。いくつかの会社を経験し、業務も変わってきた。人事。給与。業務改善。プロジェクト。コンサルティング。そして現在は、システム企画。振り返ってみると、いろいろな経験をしてきた。ただ、今になって思う。「この経験を、これからどうつなげていくんやろう」と。今の会社は、大きな会社だ。社会的な信用もある。家族を持つ身としては、安定も大切だ。だから、簡単に辞めたいわけではない。でも、今の仕事をこのまま何年も続けた先に、自分はどうなっているのか。40代になったとき、どんな専門性が自分に残っているのか。この会社の中で、自分はどこまで成長できるのか。最近は、そういうことをよく考える。⸻20代のようには動けない20代なら、とりあえず行ってみるかで転職できたかもしれない。でも、今は違う。妻がいる。子供が2人いる。家もある。住宅ローンもある。転職は、自分一人の問題ではない。だからこそ、慎重になる。待遇だけで選ぶわけにもいかない。会社の名前だけでも決められない。「面白そう」というだけで飛び込むわけにもいかない。家族を守りながら、自分のキャリアも伸ばさなければならない。35歳の転職は、20代の転職とは全然違う。でも、だからといって、「もう人生は決まった」とも思いたくない。⸻2027年を、一つの区切りにしている今すぐ会社を辞めるつもりはない。これから1年ほどかけて、自分の市場価値を上げたいと思っている。資格の勉強もする。今の仕事でも、できるだけ経験を積む。そして、2027年頃には、本気で次のキャリアを考えるつもりだ。目指したいのは、人事 × IT × 業務改革のような領域。これまでの経験を、全部つなげたいと思っている。人事の業務を知っている。システム企画も経験している。業務改善もやってきた。コンサルティング会社で働いた経験もある。資格の勉強を通じて、ITや会計、データ分析の知識も少しずつ身につけてきた。これらをバラバラの経験で終わらせず、「大企業の業務や仕組みを変えられる人」になりたい。そして、今までよりも明らかに広い世界で働いてみたい。⸻noteを始めた最近、noteを始めた。これからは、このnoteを自分の人生の記録としても続けていこうと思っている。過去の経験を書く。今考えていることを書く。転職を考えていることを書く。資格の勉強について書く。そして、もし本当に転職したら、そのことも書く。成功してから振り返るのではなく、まだ何者でもない今から、どうなっていくのかを記録していく。その方が、自分にとっても面白い気がしている。⸻35歳からでも、人生は動くのか最近、よく考える。20代の頃に東京へ行かなかった。もっと早く転職しなかった。もっと早く自分の可能性に気づかなかった。そういう後悔は、たぶん完全には消えない。でも、過去に戻ることはできない。だったら、これからの人生を動かすしかない。35歳。妻と子供2人がいる。家もある。簡単に人生を変えることはできない。でも、だからといって、人生がもう固まったわけでもないと思っている。転職するかもしれない。しないかもしれない。資格に合格するかもしれない。落ちるかもしれない。それでも、とりあえずやってみる。今の時点では、まだ何も大きなことは起きていない。ただ、少しずつ動き始めている。35歳の自分が、ここからどこまで行けるのか。それを、これから記録していこうと思う。数年後にこの記事を読み返したとき、「この頃から、少しずつ人生が動き始めていたな」と思えたらいい。今月は、そんなことを考えていた。
