Health & Safety Executive (Gourmessa)

Position Overview

This position is responsible for overseeing and ensure compliance with the Occupational Safety and Health (Amendment) Act 2022 in company facilities. Health & Safety Executive also responsible for coordinating and implementing occupational safety and health (OSH) programs, conducting risk assessments, and ensuring a safe working environment for all employees in accordance with Malaysian law & regulatory requirements along with approved company policies.

Responsibilities

• Compliance with Occupational Safety and Health (Amendment) Act 2022:
• Ensure all safety practices and protocols comply with OSHA 2022, particularly the broadened responsibilities of employers, employees, and principals under the Act.
• Act as Secretary in the Safety and Health Committee (SHC) meeting.
• Assist in the development and execution of the Occupational Safety and Health Policy.
• Coordinate registration of the workplace as required by the amended Act.
• Ensure all related machineries are registered with DOSH with valid CF.
• Monitor compliance with statutory notifications, safety declarations, and maintenance of required registers.
• Collaboration & Oversight:
• Liaise with relevant authorities (DOSH, BOMBA, etc.) during audits, inspections, and compliance reviews.
• Assist contractors and third parties in complying with OSH policies and procedures during on-site work.
  
  

• Safety & Health Risk Management:
• Conduct regular workplace inspections and hazard identification at all workplaces.Perform a periodical safety audit and recommend corrective action.
• Recommend and enforce risk control measures aligned with the hierarchy of control (elimination, substitution, engineering, administrative, PPE).
• Maintain records of incidents, near-misses, and safety violations; initiate appropriate investigations and report to DOSH.
• Training & Awareness:
• Organize and deliver safety training, including induction for new employees, PPE usage, emergency procedures, and specific risks related to work activities.
• Plan, develop, manage and review safety program to promote safety and health awareness.
• Support internal safety committees and facilitate communication between management and employees regarding OSH matters.
• Conduct safety briefing to visitors and contractors.
• Keep abreast of changes in OSH laws and disseminate updates accordingly.
• Emergency Preparedness & Response:
• Develop, implement, and regularly review the Emergency Response Plan (ERP) including fire, chemical spillage, ammonia leakage, evacuation drills and other emergencies events.
• Ensure the readiness of first aid, firefighting, and rescue equipment.
• Safety Documentation & Reporting:
• Maintain up-to-date documentation including SOPs, HIRARC, Job Safety Analysis (JSA), Safe Work Procedures (SWP), Safety Data Sheets (SDS) and other related documents.
• Prepare and submit reports to DOSH, OSH Committees, and management as per OSHA 2022 requirements.
• Analyse the accident statistics & safety achievements. To recommend corrective and preventive measure to prevent recurrence.
• Ensure all required safety & health assessments and monitoring completed along with the required controls measures & recommendations.
• Other task or responsibilities:
• Coordinate and monitor the performance of the plants’ Security System.
• Carry out any other relevant security, safety and health activities in the company as directed by the management.
• Shall take additional responsibility as instructed by the immediate superior.
  

Education

• Diploma or Degree in Occupational Safety & Health, Environmental Science, Engineering or related fields.
• Certified Safety & Health Officer (SHO) by DOSH is an advantage.
  
  

Experience

• Minimum 1 year experience in a similar role, preferably in food manufacturing or cold chain environments.
• Fresh graduates are welcome to apply.
  
  

Skills

• Strong knowledge of OSHA 2022, relevant codes of practice, and Malaysian OSH regulations.
• Excellent communication, interpersonal, organizational, and leadership skills.
• Competent in analysis, risk assessment, incident investigation, and safety audits.
• Able to work with minimum supervision.
• Computer proficient especially in Office Suite (Excel, PowerPoint & Word)
• Familiarity with ISO 45001 is an advantage.
