Job Summary
The HSSEQ officer would be responsible for ensuring strong HSSEQ performance across Blue Water Shipping’s port, warehouse, office, and shorebase operations by proactively identifying hazards, implementing controls, and supporting operational teams. The role is responsible for ensuring full compliance with legal requirements, client standards, and industry best practices across all operational environments, including marine logistics, cargo handling, warehousing, office activities, and shorebase support function, while driving continuous improvement in safety, environmental stewardship, security, and quality performance.
Key responsibilities and tasks
Health & Safety
- Implement and enforce HSSE policies, procedures, and safe work practices.
- Perform Job Safety Analyses (JSAs), dynamic risk assessments, and authorize critical tasks (lifting, hot work, confined space work).
- Identify hazards and recommend corrective and preventive actions.
- Monitor use of PPE and ensure compliance with safety rules.
- Investigate incidents, accidents, and near-misses; prepare reports and root cause analyses.
- Deliver toolbox talks, safety inductions, and HSSE training sessions.
- Conduct routine HSSE inspections across port operations, warehouses, quayside, cranes, forklifts, pipe yards, heavy-lift zones, and third-party contractor areas.
- Monitor marine cargo handling activities, including vessel loading/unloading, RORO operations, bulk cargo handling, and heavy-lift rigging.
- Ensure compliance with national OSH legislation and port authority safety regulations.
- Lead and support incident investigations using RCA/5-Why methodologies and track corrective actions.
- Verify certifications for lifting equipment, cranes, rigging gear, trucks, MHE (forklifts, reach stackers), and PPE.
- Conduct scheduled office HSSE inspections, covering ergonomics, housekeeping, electrical safety, fire safety, workstation layout, and safe access/egress.
- Ensure fire safety compliance, including functional fire extinguishers, alarms, emergency lighting, evacua-tion maps, and clear access to exits.
- Monitor and control chemical and consumable storage in office settings (toner cartridges, cleaning chemi-cals, batteries, etc.).
- Ensure contractor safety compliance for maintenance workers, pest control, and A.C technicians working inside office areas.
Security
- Support site security procedures to protect personnel, equipment, and facilities.
- Report and investigate security incidents and breaches.
- Coordinate with security personnel and site management as required.
- Support emergency response capabilities for port, warehouse, and office scenarios.
- Participate in security drills, audits, and coordinated exercises with stakeholders.
Environment
- Monitor environmental compliance in line with EPA and PTCCB Guyana regulations.
- Ensure proper waste management, spill prevention, and pollution control.
- Assist with environmental impact mitigation measures.
- Report environmental incidents and support corrective actions.
- Conduct inspections related to waste management, segregation, drainage, oil/chemical handling, emissions, and housekeeping.
- Monitor high-risk activities such as refueling, cargo washdown, and handling of hazardous substances.
- Respond to spills and support emergency clean-up and reporting
- Support the maintenance of emergency arrangements (spill kits, fire extinguishers, eyewash stations, first aid kits, AED, etc.) at all BWS locations.
Compliance & Reporting
- Ensure compliance with Guyana’s Occupational Safety and Health legislation and company standards.
- Maintain HSSE records, permits, inspections, and audit documentation.
- Participate in internal and external HSSE audits.
- Prepare daily, weekly, and monthly HSSE reports.
- Participate in contractor and supplier audits
- Ensure operational activities meet client quality requirements and service standards.
- Support compliance with ISO 9001, ISO 14001, and ISO 45001 management systems.
- Verify rigging equipment, lifting gear, forklifts, trucks, cranes, and PPE certifications are up-to-date.
- Ensure third-party contractors meet competency and compliance requirements before working on-site.
Qualifications and competencies
- 2–5 years’ experience in HSSE roles within port operations, warehouse logistics, oil & gas shorebase, or industrial settings.
- Strong hazard identification and intervention capability.
- Ability to influence safe behaviors and communicate effectively with diverse workforce groups.
- Knowledge of marine cargo handling, heavy lifting, warehousing best practices, and office safety fundamentals.
- Analytical skills for risk assessments and investigations.
- Confident presence during operational oversight and site leadership.
- Ability to manage multiple work environments with differing risks
Recognized certifications
- NEBOSH IGC or equivalent
- Lifting & Rigging Competency (advantage)
- Microsoft
- Incident Investigation (TapRoot, RCA, 5-Whys)
- First Aid/ERT training (preferred)
