What’s The Role
The Senior Instrument Engineer is a position that has technical responsibilities. You will nurture the SMDS Culture of Lead with Courage, Make it Happen and Make it Better that will drive the site to Best in Class performance as the World's Leading Gas-to-Liquids Specialties facility.
You will be accountable to provide technical assurance, instrumentation engineering expertise, support and solutions in the life cycle management of SMDS field instrumentation. This includes assuring sound maintenance programs, condition based-monitoring, troubleshooting, problem solving, failure analysis, providing inputs to plant improvement activities, projects and plant changes related to instrumentation assets.
You will also be responsible to ensure compliance with applicable laws and regulations, industry codes, standards and recommended practices, as well as Shell DEP standards and best practices, and will be a key process performer for the Instrument Manage Equipment Care – Field Instrumentation.
You will provide support to the leadership and capability development of the site in the areas of instrumentation engineering and reliability to meet the plant's business objectives, providing support to the Skillpool development and technical coaching.

What You’ll Be Doing
- Manage healthy interface within department, ensure alignment, sufficient quality assurance and resource support to meet target.
- Effectively execute instrumentation engineering and assurance activities in accordance to HSSE & DEP standards.
- Provide Instrumentation Engineering technical assurance and expertise to SMDS asset owners on challenges faced on field instrumentation assets.
- Lead and provide technical expertise in detailing the engineering design, calculations, specifications and sound documentation for Instrument related projects and plant changes. This includes providing technical specifications for purchase requisitions of spare parts, new equipment, technical evaluation of vendor proposals, liaise with construction contractors, mobilization of vendor representatives and documentation updates not limited to As-built drawings in SPI.
- Provide technical assurance for instrumentation asset preventive and corrective maintenance programs per Asset Management System processes and site assurance procedures & standards, in particular ensuring HEMP and Safety Critical Activities are performed in accordance to specific performance standards to deliver safe and reliable operations of equipment or element. This includes providing input to the Instrument Manager on prioritization of activities delivered by the Site maintenance and assurance teams.
- Ensure that all aspects of maintaining the critical barriers (training, procedures, critical equipment, resourcing, schedule compliance, etc.) for Instrumented Protective Functions are continuously reviewed, shortcomings addressed, and opportunities for improvement identified and implemented.
- Provide technical inputs to the development of mid-to-long-term strategy in managing instrumentation equipment reliability and Manage Threat & Opportunity (MTO), continuously improving the maintenance plans and managing obsolescence of parts proactively to ensure business continuity and reliability. This includes providing technical expertise to SMDS stakeholders that require inter-discipline inputs in the areas of concept development, site survey, cost estimation, defining options, conducting technical evaluations, review performance and so on.
- Plan, deliver and action recommendations to close out assurance items from audits or post implementation reviews, continuously driving improvements to achieve proactive status.
- Continuously review, update and improve instrumentation maintenance processes and documentation, including ITP/ checklist/report, condition monitoring data trending and analysis, knowledge management and ESP PTM reporting and sound mitigation. Conduct Post Implementation Reviews on a regular basis to ensure continuous improvements are implemented and opportunities are captured.
- Provide specifications and documentation of optimum testing frequencies for instrumentation equipment based on Shell DEP, applicable laws and regulations, industry standards and guidelines, also considering plant requirements, manufacturer's schedules, HSSE and Instrumented Protective Functions reviews and recommended schedules.
- Coordinate & support Instrumented Protective Functions classification exercises, support facility SIFpro database, verify all classified lPFs with adequate IPF designs for SIL and correctly implemented and tested. This includes overall tracking and management of changes in IPF, sound review of proposed changes and implementation follow-through.
- Provide technical expertise and troubleshooting support to eliminate bad actors and maximize asset reliability, with sound recommendations to continuously improve existing setups.
- Prepare all instrumentation work scopes and assistance to other disciplines required for major maintenance, non-routine maintenance campaigns, plant changes, projects and Turnaround. This includes field coordination, supervision or assurance checks.
- Initiate & implement MOC (Management of Change) for deviation in materials/designs/DEP and ensure implementation of instrumentation related project and plant changes delivered on time and within budget to the specified quality whilst meeting HSSE and DEP standards.
- Collaborate with Production, Maintenance and Technology teams to ensure that field instrumentation assets deliver per process intent, including conduct assurance activities and technical coaching to key stakeholders on sound instrumentation management and reliability.
- Responsible for OPEX/ CAPEX build-up and spend for instrumentation related activities.
- Manage assigned contracts and liaise directly with contractors on technical issues supported by the Contracting & Procurement team.
- Provide support to Leadership and delivery of the Site Governance Element of Goal Zero, People, Reliability, Innovation, Cost, Projects & Turnaround.
- Undertake special assignments or tasks as directed by Line Manager.
- Recognized bachelor’s degree in engineering (Electrical, Electronic, Instrumentation & Control)
- At least 10+ years of experience in instrumentation for the oil & gas industry.
- Experience in the areas of instrumentation engineering, process control and automation, design, troubleshooting, maintenance or assurance in a manufacturing environment.
- Familiar with Shell DEPs and DCAF requirement and implementation is preferred.
- Knowledge or experience in leading and performing the structured problem solving through Root Cause Analysis methods or equivalent.
- Experience in effective coaching, collaboration and possess excellent communication skills.
- Must be willing to relocate and work in Bintulu, Sarawak.
