Role: Stakeholder Engagement Manager

Reporting Line: Head Public Sector Partnerships
Role Purpose
Own TFM's government relationships at state and district level, working closely with the Head of Public Sector Partnerships to set the strategic direction of TFM's public sector engagements in advancing TFM’s mission and vision. The goal is not simply to maintain access but to cultivate JPN and PPD leaders who are genuinely motivated to drive education transformation within their own states, with TFM as their trusted partner in making that happen.
Principal Accountabilities(Recommendation)
- Own TFM's programme-level partnerships with key public sector partners including MOE and other partnerships, managing day-to-day relationships, ensuring alignment on delivery expectations, and engaging other relevant government stakeholders as programme needs evolve.
- Drive the delivery of all programme key engagement activities, such as Sesi Libat Urus and state level advocacy and programme events ensuring every touchpoint deepen government ownership of programme outcomes.
- Build and strengthen JPN and PPD as active programme delivery partners, equipping and empowering state-level stakeholders to lead on implementation while maintaining a strong and consistent TFM presence across both PDG and Fellowship, so that government ownership of education transformation becomes self-sustaining beyond TFM's direct involvement.
- Serve as secretariat for TFM and KPM Steering Committee and all federal level engagements, ensuring each meeting is well-prepared, decisions are clearly documented, and agreed actions are followed through in a manner that strengthens TFM's credibility and accountability as a government partner.
- Work closely with cross functional teams to ensure stakeholder engagement efforts are coordinated, sequenced and aligned with broader programme and organisational needs.
- Line manages Senior Associates, providing direction, coaching, and performance support to build team capacity and capability, whilst actively developing the team in line with TFM's culture and Core Values
- Advocate for TFM’s mission and represent the organisation in steering committees or governance forums, building TFM’s credibility and profile with relevant public sector stakeholders, in coordination with Head of Public Sector Partnerships.

Technical & Functional Competencies:
- Demonstrated ability to build, manage, and deepen relationships with a diverse range of stakeholders including government agencies, corporate partners, civil society, and community leaders.
- Ability to identify and manage competing stakeholder interests with composure and discretion
- Working knowledge of brand positioning and communications principles, with the ability to ensure that stakeholder engagement efforts remain coherent with TFM's public identity and strategic narrative
- Experience translating engagement data into actionable recommendations for leadership, or using it to refine outreach strategies
- Proven experience designing and executing multi-channel engagement strategies, including advocacy campaigns, partnership events, outreach programmes, and collaborative initiatives. Ability to tailor approach and messaging to audience, context, and objective.
- Experienced in managing multiple concurrent projects from inception to delivery, with clear ownership of timelines, milestones, and stakeholder accountability. Familiarity with project management tools and methodologies is expected.
- Strong persuasive communication skills to articulate programme impact effectively.
- Strong written and verbal communication skills, with excellent proficiency in English and strong proficiency in Bahasa Malaysia.

Experience & Qualifications
- Minimum 7 years of experience in partnership development, stakeholder engagement, or public relations, preferably in the education, corporate, or non-profit sector.
- Bachelor's degree in Public Relations, Communications, Public Policy, or any related field.
- Strong track record in managing relationships with diverse stakeholders, including government agencies, corporate partners, and community leaders.
- Experience in designing and executing engagement strategies, including events, advocacy campaigns, and collaborative initiatives.
- Proven experience in managing relationship-building with key stakeholders, and executing strategic outreach plans.
