Job Purpose
The primary purpose of this position is responsible for leading, managing, and administering the operations, maintenance, and upkeep of the common property and facilities in commercial and residential developments. The role includes overseeing personnel, budgets, meetings, compliance, and quality management systems to ensure service excellence and regulatory compliance, especially under ISO 9001:2015.
Key Accountabilities
The primary purpose of this position is responsible for leading, managing, and administering the operations, maintenance, and upkeep of the common property and facilities in commercial and residential developments. The role includes overseeing personnel, budgets, meetings, compliance, and quality management systems to ensure service excellence and regulatory compliance, especially under ISO 9001:2015.
Key Accountabilities
- Lead and supervise staff including Building Executives, Technicians, Handymen, and Admin Assistants.
- Provide support, training, and guidance to ensure efficient facility management.
- Prepare, monitor, and control both Operating Cost Centre and Capital Budget for the assigned development.
- Oversee timely submission of account receivables, billing, statements of account, and collection as per internal SOPs.
- Implement and maintain document control procedures in line with ISO 9001:2015 standards.
- Ensure documents are reviewed, approved, updated, and accessible to relevant staff.
- Manage record retention, protection, and disposal in line with company policies.
- Support internal and external audits by ensuring up-to-date, compliant documentation.
- Promote document control awareness among team members and ensure access to current versions.
- Contribute to the continuous improvement of the document control system and participate in Management Review Meetings.
- Lead and administer Developer, Joint Management Committee (JMC), or Management Corporation (MC) meetings.
- Organize and facilitate Annual General Meetings (AGMs) and Extraordinary General Meetings (EGMs).
- Conduct daily walkabouts to identify operational issues and areas of improvement.
- Propose and monitor yearly upgrading programs and ensure timely completion of approved projects.
- Enforce the By-Laws and ensure compliance within the development.
- To perform any other duties assigned by the Management team as and when needed.
- Bachelor’s Degree (Specialised in property or building-related discipline or any discipline)
- Total Work Experience: 4 to 6 years
- Total Relevant Experience: 4 to 6 years
- Innovative, self-motivated, possess excellent managerial and organizational skills, and is able to work independently with minimum supervision.
- Experience in customer service with excellent interpersonal skills.
- Good oral and written communication skills in English and able to converse in Bahasa Malaysia.
- Knowledge of Accounting and Finance management.
- Knowledge of statutory regulations and requirements.
- Conversant with all provisions of the Housing Development Act, Uniform Building By Law, Strata Titles Act 1985, and Strata Management Act 2013.
- Computer literate (MS Office) and other applications
