Job Description Summary
R&M is a field that contains high hydrogen sulphide with the key novel risk on top of conventional sweet oil and gas facilities. This includes management of dust explosion hazards, spontaneous ignition due to pyrophoric iron formation in process equipment, and fatal exposure from H2S gas. This is the first onshore sour infrastructure that will be classified under the MPM Upstream regulatory regime.
Position Purpose:
To provide expert operational safety leadership and assurance for operations in high-risk environments especially Hydrogen Sulphide (H₂S), dust explosion potential, and pyrophoric iron hazards. The role ensures risks are systematically identified, assessed, and mitigated to protect people, assets, and the environment, while maintaining compliance with internal and regulatory standards.
Act as an independent lens to consistently assess and drive HSSE performance with strong compliance to Authority, Regulatory and Shell HSSE requirements which includes and not limited to governance, assurance, performance monitoring reporting and education/training.
Responsible to working with the line personnel on implementation of HSSE Plan, programs, incident investigation, remedial actions, auditing and training.

SEAM standards, Contract HSSE Management, Pre-mobilization Inspection & Induction, Risk Assessment, HAZID, Risk Register, Risk Visual, Permit to Work (PTW), Job Hazard Analysis (JHA), Accident Control Technique (ACT).
Drive & monitor SMEP HSSE Plan & align with Contract Holders on Contractor HSSE Plans.
HSE Assurance Audit for SIMOPS/Turn Around (TA)/ Workbarges Campaign.
What you’ll be doing
Accountabilities:
Works directly with R&M teams, line and contractors’ HSSE focal points to set HSSE performance expectations, monitor business/asset HSE performance & address improvement opportunities.
Ensures proper HSSE improvement strategies, systems, policies, standards, & tools are in place & functioning to 'raise the game' in maintenance activities (especially high-risk operations).
Delivers HSSE support; coordinating resources & efforts with HSSE counterparts including Emergency Management.
Leverages & promote best practice sharing & LFI (learning from incident) across Shell Malaysia HSSE teams.
HSSE resources in guiding contracted site supervisors/safety coaches.
Works as a Focal point in a number of HSSE Management System items &/or Global Processes - e.g. Shell Group HSSE & SP Control Framework Manuals, Construction Site Safety Standards (CSSS) & Behavioural Safety Program (e.g. Hearts & Minds, Reflective Learning, Proactive Intervention Culture, etc.).
Provide HSSE advise/support & closely collaborate with Contract Management Team (Contract Holders, Company Representatives & Contract Specialist) & Contractor(s) in Contract HSSE Management (Mode & Risk Categorization, Contract HSSE Clauses Review, Tender Evaluation & Green Banding Assessment, Contract Kick-Off, Contract Management, Contract Close-out, Senior Leadership Engagement, Quarterly Contract HSSE Plan Review, & Contract Business Performance Review).
Provide independent assessment of site effectiveness of Safety (e.g. Permit to Work) & Environmental (e.g. emission limits) Controls & compliance to License-to-Operate requirements (e.g. EIA conditions).
Support or participate in incident investigation process (including incident investigation tools application, such as Tripod Beta Analysis, Causal Learning or Root Cause Analysis) & verify implementation of recommendations by line management & analyze, interpret & implement data for improved HSSE performance.
Provide support in Sphera Incident Management Tool/Software for data quality compliance.
Plan & execute R&M team visits programme e.g. SIV, MFV .
Support, participate & provide input as needed into HSSE Reviews.
Explore, identify and/or implement solutions to drive continuous improvement from HSSE aspect that drive process efficiency and compliance; hence, potentially eliminate complexity and waste.
Worksite engagement & coaching 50% of time.
Identify and manage risks associated with high H₂S content, dust explosion hazards, and pyrophoric iron risk management, including safe handling procedures during shutdowns and maintenance.
Key Challenges:
This position requires a passionate (i.e. that Goal Zero is possible) & resourceful HSE professional, effectively working with different stakeholders in R&M Teams.
Good coaching & integration skills across disciplines as well as appreciation of cultural diversity & open/receptive to new ways of working.
The incumbent will perform as key facilitator to monitor compliance towards HSSE policies & standards/procedures as well as to steer towards continuous HSSE (primarily safety & environment delivery) performance improvement.
Special challenges in motivating & aligning contractors & subcontractors (management & workers) who typically have low HSSE culture.
Ability to form effective partnership with line staff & managers in delivering dual role of providing HSE advise/support as well as performing the independent corporate conscience/governance role on HSSE.
Have the confidence (as part of 'challenge') to intervene unsafe act/condition & stop work as well as to be firm with HSSE compliance whilst maintaining 'partnership' (as part of 'support') with the Line to help resolve (& not only identify) short-comings.
Develop personal leadership & HSSE skills to deputise for R&M Senior HSE Advisor.

What you bring
Experience & Qualifications Required
Possess a DOSH-certified Safety & Health Officer (SHO) in compliance to OSH (Safety & Health Officer) Regulations 1996
Possess a recognized degree in any engineering discipline or possess Safety and Health Certificate by NIOSH or recognized Diploma in Occupational Safety and Health or equivalent Technical / Engineering Diploma with 8-10 years working experience in oil and gas operations & production activities, maintenance, projects or construction works.
Experience within the HSE requirements of Contractor Management.
Ability to work in a team environment with minimum supervision.
Experience & knowledge of OHSAS 18001 & ISO 14001 Management Systems.
Proven ability to manage performance, competence, HSE plan of contractors & employees.
Proven ability to engage, manage change & deploy HSE Improvement tools & initiatives across the organization.
Key Competencies include interpersonal (relationship, networking), influencing & negotiating skills.
Good understanding of the rules, Practices & regulations in Malaysia.
Preference will be given to candidate who has experience working with high H2S in both onshore and offshore facilities.
