SENIOR ENGINEER - CONSTRUCTION (MECHANICAL) OFFSHORE

Responsibilities

The Senior Construction Engineer – Mechanical is responsible for managing subcontractor and supervising construction activities related to Mechanical / HVAC, Piping, Painting, Insulation, Refractory and Fireproofing.

General

  • Works to a 90 day look ahead schedule and direct all field personnel and subcontractors to achieve completion of the project on schedule, with quality workmanship that conforms to plans and specifications.
  • Ensure all work is executed in compliance with Contract requirements, Petrofac Management System requirements and associated procedures and all relevant standards and national and international standards, as appropriate.
  • Contribute to the development of plans, schedules and estimate for individual work scope.
  • Ensure Go/NoGo checklist is signed off and enough Workfront is available prior to mobilisation of Subcontractor.
  • Verify the Subcontractor’s execution plan at an early stage and approve only if it aligns with Petrofac deliverables (documents and materials). Challenge Subcontractor for a more efficient execution plan inline within schedule & inline with safety and quality requirement.
  • Prepare and discuss with subcontractor in advance construction method, sequence of works for critical activities.
  • Initiate scoping sessions with subcontractors to plan activities (be aware of workface planning)
  • Contribute to construction schedule and 6-weeks look-ahead, understand the project plans and specifications, identify and solve problems, order materials and schedules inspections as necessary throughout the process.
  • Coordinate with Engineering & PMT to ensure that planned activities are constraints free.
  • Review work procedures and method statements for Mechanical / HVAC, Piping, Painting, Insulation, Refractory and Fireproofing works in compliance with good work practices and the customers contract specializations.
  • Ensure subcontractors are working with latest issued documents and drawings. Review IFC documents and resolve discrepancies, raise technical queries for clarifications on IFC deliverables in coordination with field engineering team.
  • Implement standardized construction work processes, procedures, manuals and systems and create a system of control in each specific area.
  • Ensure adequate storage and preservation of equipment & bulks before and after installation.
  • Understands the systems turnover plan and sequence and ensures that the work is performed accordingly.
  • Takes ownership of Build Right First Time (QinC) as nominated by CD/SM. Ensures that all inspection reports are accurate and that all attached documents are current status. Actively participate in Quality control inspection for all type of Mechanical / HVAC, Piping, Painting, Insulation, Refractory and Fireproofing works in line with approved ITP’s.
  • Monitor implementation of PPC (daily progress monitoring). Daily progress report to be submitted to line manager.
  • Highlight to Construction Manager & Subcontractor in advance on area of concern that might have an impact on project execution. Review daily/weekly job progress report and cost reports and issue to line management for ensuring progress and managing slippage in coordination with mechanical construction.
  • Coordinate with the Client / QC inspectors for the resolution of site problems.
  • Liaise with other disciplines in the execution of work.
  • Assist the site subcontractors in the resolution of drawing interpretation.
  • The review of inspection test packages during the course of construction activities.
  • Monitor calibration status and condition of Inspection/Test and Measuring instruments.
  • Ensures closure of all RFIs and related inspection/test records (ITRs) immediately after successful completion of each inspections with minimum/no punchlist
  • Monitor completion of system/sub system in his area based on previously forecasted ITRs.
  • Ensure that all punch items are closed on timely basis and assist in commissioning plan.
  • Attend subcontract/cost awareness sessions and understand the Responsibility matrices, BOQ & preambles of subcontract. Shall provide assistance to subcontract teams on payment and invoice clearance in accordance with the BOQ and guide/manage sub-contractor change requests by complete assessment of works in the interest of the company within the framework of the subcontract.
  • Ensure quantity reporting is establish and reported accurately.
  • Challenge every Site Instruction based on Ts and Cs and assess cost impact prior to approval. Be aware of contract Ts & Cs of the subcontractor and scope of responsibilities.
  • Conduct a review of all Site Instructions & Variation Orders (issued, approved, rejected) with Subcontracts Manager on a monthly basis. Keep evidences of changes requested.
  • Immediately report any cost affecting inspection results to discipline lead and also highlight to engineering. Ensure all design changes are captured by the change control process.
  • Coordinate with Subcontractor to timely closure of Non-conformances NCR, Corrective actions (CAR), Daily surveillance (DSR) and Quality Walkthrough, Construction Observation Form (COF) findings.
  • Ensure competency check of construction supervisor and subcontractors, ensure personnel are qualified and competent to perform allocated tasks, have valid certification, where required, for the techniques in use.

Mechanical & Piping

  • Review Mechanical & Piping IFC documents and resolve discrepancies (such as error in isometrics is captured during the spool gen phase before issuing spool gen for fabrication)
  • Ensure management of flange management system
  • Review pressure test packages as per P&ID, Isometric drawings, test limit drawings and witnessing pressure/leak testing. Monitor pressure and sign off records.
  • Ensure Go/ NoGo checklist is signed off and enough Workfront is available prior to start of pipe fabrication and piping pressure testing.
  • Ensure Spool tags are placed during fabrication. Ensure the spool traceability is maintained during painting/ pickling or galvanizing works
  • Shall be responsible for solving engineering issues in coordination with vendors and end user in relation to all aspects of equipment up to handover to end user.
  • Deal primarily with complex steam turbines, compressors, pumps, Machine monitoring systems, motor drives and packages and able to coach Engineers and supervisors on day-to-day issue in the assigned work areas in less critical equipment in coordination with Mechanical construction and commissioning manager.
  • Able to mentor Engineers and Supervisors on the different varieties of rotating machine including compressors, turbines, pumps of both positive displacement and centrifugal types including their auxiliary system operation, working, associated instrument and electrical systems, different types of bearings, mechanical seals and other standard rotating equipment accessories.
  • Shall provide engineering narratives, technical specifications, answer technical queries, review bids, and provide necessary support to subcontracts team to finalize temporary construction and precommissioning subcontracts.
  • Shall provide assistance to subcontract teams on payment and invoice clearance in accordance with the MTO and guide/manage sub-contractor change requests by complete assessment of works in the interest of the company within the framework of the subcontract.
  • Participate in risk assessment, safety reviews, mechanical and prestart safety walkdowns.
  • Shall be able to generate or modify equipment ITR / Check sheets for construction and commissioning to complex rotating equipment and packages.
  • Ensure necessary Spare parts were procured and safely stored accordance with vendor instructions, where necessary for commissioning and start-up operations.
  • Ensure pre-commissioning procedures related to cleanliness of piping for lube oil piping, steam piping etc are available and understood prior to piping fabrication. Ensure priority is given for auxiliary piping to proceed with precommissioning works like Lube oil flushing, chemical cleaning etc.
  • Ensure availability of necessary tools & tackles and assigned personnel are trained and have enough exposure and experience to carry out maintenance or assembly of mechanical seals, bearing changeover etc. where necessary.
  • Ensure construction plan is aligned with commissioning, start-up plan.
  • Ensure commissioning procedures for rotating equipment are developed and approved on time.
  • When the scope is up to commissioning, ensure start-up checks are performed by assigned Engineers and supervisors prior to start-up of each piece of equipment.
  • When the scope is up to commissioning, ensure troubleshooting of rotating equipment related issues are carried out during all the phases up to hand over

Knowledge & Qualifications

  • 8+ HVAC Engineering experience in direct hire construction with an international oil & gas EPC company and with subcontractors
  • Degree in Mechanical Engineering or equivalent from an accredited college or university.
  • Preference will be given to candidates who meet the following criteria:
  • Experience working in the Commonwealth of Independent States (CIS/ FSU), Middle East, and/ or North Africa
  • Prior experience working with a diverse international workforce
