Site Lead (Senior Manager / Director) - Integrated Facilities Management (IFM)

About the Account

Our relationship with the Client began in 2009 and has grown into one of JLL’s most strategic Integrated Facilities Management partnerships globally. Today, the account spans more than 16 million square feet across multiple manufacturing and technology campuses in Malaysia, China, India, and Vietnam, supported by over 700 JLL employees and 2,500 dedicated vendor personnel.

JLL delivers a broad spectrum of mission-critical facilities and workplace services including Custodial, Transportation, workplace services, engineering operations, cleanroom support, landscaping, and small construction project management.

The Client is a highly collaborative, data-driven organization committed to continuous improvement, innovation, and operational excellence. Success in this environment requires strong leadership, commercial acumen, disciplined execution, and the ability to influence diverse stakeholders to achieve common goals.

About the Role

The Site Lead is the senior JLL leader responsible for the overall performance, operational excellence, client satisfaction, safety culture, and commercial success of the Kulim Campus, currently comprising approximately 2 million square feet, with planned expansion of an additional 1.2 million square feet over the coming years.

Reporting to the Senior Account Director, the Site Lead serves as JLL’s primary representative for the site and is accountable for ensuring all Integrated Facilities Management services are delivered safely, reliably, and in accordance with contractual commitments and business objectives.

The role requires leadership of a large multidisciplinary organization consisting of site-based teams, vendor partners, and functional managers across Workplace Services, EHS, Projects, Engineering, Procurement, Finance, Space Planning and Operational Excellence. While many of these functional leaders may operate within a matrix structure and not report directly to the Site Lead, the successful candidate must demonstrate the ability to align, influence, and mobilize shared resources toward common site objectives and client outcomes.

The Site Lead acts as a trusted advisor to the Client, driving operational excellence, innovation, workforce engagement, business growth, and continuous improvement while fostering a culture of ownership, accountability, and partnership.

Key Responsibilities

Client Leadership & Strategic Partnership
Serve as the primary leadership interface between JLL and the Client for all site operations.
Build trusted relationships with senior client stakeholders and act as a strategic partner in supporting business objectives.
Translate client expectations into actionable site strategies and measurable outcomes.
Use data and analytics to drive decision-making, influence outcomes, and recommend improvements.
Lead governance reviews, business reviews, and executive stakeholder engagements.
Site Leadership & Operational Excellence
Provide overall leadership and direction for all IFM services delivered at the site.
Ensure contractual obligations, service levels, and key performance indicators are consistently achieved or exceeded.
Drive a culture of operational discipline, accountability, ownership, and flawless execution.
Lead site readiness, expansion activities, operational transitions, and growth initiatives supporting future campus development.
Champion best practices and continuous improvement across all service lines.
Matrix Leadership & Cross-Functional Collaboration
Lead through influence in a matrixed environment involving shared functional resources.
Align Workplace Services, EHS, Projects, Finance, Procurement, Space Planning, HR, Engineering, and vendor partners around common site priorities.
Break down organizational silos and ensure effective collaboration across multiple teams and stakeholders.
Drive accountability and delivery regardless of reporting relationships.
Safety, Compliance & Risk Management
Foster a safety-first culture where zero incidents is the expectation.
Ensure compliance with all client requirements, regulatory standards, and JLL governance frameworks.
Lead risk management, business continuity planning, emergency preparedness, and audit readiness initiatives.
Promote a proactive approach to identifying and mitigating operational risks.
Commercial & Financial Leadership
Own site financial performance, including budgeting, forecasting, productivity initiatives, and cost optimization.
Ensure efficient utilization of resources while maintaining exceptional service delivery.
Identify opportunities for value creation, innovation, and business growth.
Support scope expansion, change management, and strategic initiatives that enhance the partnership.
Innovation & Continuous Improvement
Drive technology adoption, automation, digitalization, and operational transformation initiatives.
Promote innovation as a core component of site culture.
Leverage data-driven insights to improve performance, efficiency, sustainability, and customer experience.
Scale successful practices across the broader account where appropriate.
People Leadership
Build, inspire, and develop a high-performing team culture.
Foster strong engagement, collaboration, succession planning, and leadership development.
Create an environment where accountability, inclusion, learning, and continuous improvement thrive.
Develop future leaders and strengthen organizational capability to support long-term growth.

Qualifications
Bachelor's Degree in Engineering, Facilities Management, Business Management, or related discipline.
Advanced degree is an advantage.
Minimum 10+ years of leadership experience within Facilities Management, Engineering Operations, Manufacturing Support Services, or Integrated Facilities Management.
Proven experience leading large-scale, complex, and matrixed organizations in multinational environments.
Experience supporting semiconductor, manufacturing, technology, or other mission-critical operations is highly desirable.
Demonstrated success in client relationship management, operational leadership, business growth, and financial stewardship.
Strong leadership, communication, stakeholder management, and influencing skills, with the ability to drive results through teams that may not have direct reporting relationships.
