Executive, HSQE

Job Responsibilities:

• Formulate, implement and monitor organisational strategy to manage HSQE.
• Monitor all HSQE programs, maintain and prepare required status and analysis reports as well as recommendation / suggestion for improvement.
• Develop, implement and monitor strategy to manage corporate health and safety risk.
• Motivate and support management and staff to adopt and implement Scope's safety management system (Integrated Management System).
• Coordinate compliance with statutory requirements across a multifunctional environment (vessels, sites, workshops offices etc.).
• Ensure organisational compliance with statutory requirements.
• Ensure that systems exist to review and incorporate external legislation, approved codes of practice and industry best practice into Scope’s safety management framework.
• Ensure that reportable incidents and dangerous occurrences are reported to the relevant enforcing authority and a full investigation has been undertaken by the appropriate manager.
• Ensure that adequate systems exist to communicate effectively on all aspects of health and safety at all levels throughout scope, for example developing and distribution of the Health and Safety Alert and Incident Management information.
• Participate in all site safety committees and analyze all job hazard activities and ensure compliance to all OSHA guidelines and perform audit on all activities.
• Provide support to execution of group all business units operation emergency response plans and manage all emergency situations and design solutions to all issues and design required business tools and execute all HSQE procedures and policies.
• Design safety training programs for employee and ensure response to all specific requirements and maintain knowledge of all company safety programs and draft all materials for training programs within required timeframe.
• To contribute personally to the provision of professional health and safety services against the background of Scope's objectives, policies and procedures, including the development of a positive safety culture.
• Conduct operational reviews/audits to ensure compliance with group written policies and procedures, standing orders, fleet directives etc.
• Identify compliance issues that require follow-ups or investigations.
• Participate in joint internal/external audits and management reviews.
• Assist in providing regular updates on rules and regulations, codes and guidelines to operational personnel in order to ensure that the Group and business units stay current and in compliance with the following:
  • Panama Flag ( Panama Marine Authority – General Directorate of Merchant Marine)
  • Malaysia Flag (Marine Department Authority)
  • International Maritime Organization (IMO)
  • International Labour Organization (ILO)
  • Labour Law / Labour Department for Malaysia
  • National Environment Agency of Singapore (NEA)
  • ISO & OSHAS Standards
  • Maritime Labour Convention (MLC)
• Assist in monitoring crew satisfaction index on a quarterly basis and conduct a review on feedbacks from shipboard employees.
• Any other HSQE related duties that may be required by Head-Group HSQE or Local BU.

Job Requirements:

• Certificate of Competency, Class 3 (Deck) / 3 to 5 years of shore experiences
• Diploma in Nautical Studies / HSQE
• Experience or exposure with Marine and / or Oil & Gas Industries for a minimum of 2 years
• Experience in Marine HSQE processes and functions
