職責與責任
- 制定符合部門目標的採購策略。
- 審查並處理採購訂單。
- 管理採購團隊。
- 保存訂購和收到的貨物的記錄。
- 與供應商協商價格和合約、條款和付款方式等。
- 與供應商建立並維持關係。
- 選擇潛在供應商並協商合約。
- 根據產品的品質、及時性和競爭價格，研究、評估和比較新的/替代供應商。
- 與研發/產品部門協調新產品開發所需的材料、零件和服務等的採購。
- 安排交貨並確保及時完成生產訂單。
- 與其他經理協調監控庫存並確定供應需求。
- 確保採購物品的品質並解決出現的問題。
- 跟上採購趨勢。
- 前往供應商所在地。
- 隨時了解採購技術趨勢，並根據需要監督採購和實施。
- 確保按照批准的 PR 購買貨物。
- 確保遵守所有法定和/或監管要求（例如海關部門等）。
- 確保遵守 ISO9001：2015 程序，並在需要不時修改以改善流程。
- 對庫存到岸成本進行成本核算。
- 尋找具有競爭力的運費的貨運代理商。
- 協助海外供應商辦理進口報關手續，並根據正本貨運單據及時清關，避免額外的港口倉儲費用。
- 與財務部門協調透過銀行付款的進口事宜。
- 識別並推薦適合新開發產品、零件和材料的關稅代碼。如有需要，向客戶尋求技術方面的澄清。
- 準備、分析並提交所有海關和運輸相關的表格及文件（包括進出口表格及文件），特別是本地和海外採購的豁免報告（附表A、B和C）。續簽豁免併申請新商品的豁免。
- 確保及時提交季度進口免稅報告。
- 必要時向馬來西亞投資發展局 (MIDA) 申請/更新財政/進口關稅豁免。
- 為需要「Cawangan Perlesenan Am, Ibu Pejabat Polis Di Raja Malaysiaisa, Bukit Aman, Kuala Lumpur」批准的產品申請進口許可。
- 每半年進行一次供應商績效監控和評估計畫。
- 處理供應商的不合格產品（NCP）問題。
- 確定需要持續改進的領域。
- 內部品質審計的內部稽核師
- QSC委員會成員
- 管理層根據需要分配的任何其他職責。
- 確保所有進口文件（包括免稅、應付關稅、稅費、轉運費和運費）均已核實。
- 根據總經理授權的權限批准採購訂單。
- 與海關或 MIDA 官員及相關部門聯絡，以獲得進口許可證、稅收和關稅豁免等。
- 採購、供應鏈管理、工商管理或同等專業的學士學位或文憑。
- 有3-5年採購經理或代理經驗。
- 具有使用 SAP 系統、採購軟體和資料庫的經驗。
- 能夠用英語、普通話和馬來語書寫、說話和閱讀的優先事項。
- 具備良好的溝通與談判能力，熟練使用電腦，能承受工作壓力。
- 工作努力，紀律嚴明，道德品質高，人際溝通能力強，團隊合作能力強。
- 身體健康。
- 有自己的交通工具並願意出差。
- 優秀的組織能力。
- 有效的溝通技巧。
- 具競爭力的定價的談判技巧。
- 具備採購零件、材料、服務和產品的能力。
