Overview:

  • Compliance and Risk Management: Oversee the procurement process, coordinate with other departments, and ensure compliance with relevant regulations and company policies.

Overall, the role requires strong analytical, negotiation, and organizational skills, as well as the ability to work effectively in a fast-paced environment.

Job Responsibilities: 

1.Sourcing and Procurement: Responsible for identifying potential suppliers and sourcing high-quality goods and services at competitive prices. This involves conducting market research, soliciting bids, and evaluating proposals to ensure the best value for the organization.

2.Negotiation: Negotiate contracts, terms, and prices with suppliers to secure favorable agreements. This includes leveraging volume discounts, establishing payment terms, and resolving any disputes that may arise during the procurement process.

3.Supplier Management: Build and maintain strong relationships with suppliers, ensuring timely delivery of goods and services while adhering to quality standards. This may involve conducting supplier evaluations, addressing performance issues, and seeking opportunities for collaboration and improvement.

4.Strategic Planning: Develop procurement strategies aligned with the organization's goals and objectives. This includes identifying cost-saving opportunities, optimizing procurement processes, and implementing best practices to enhance efficiency and effectiveness. 

5.Compliance and Risk Management: Ensure compliance with relevant regulations, policies, and procedures governing procurement activities. This involves mitigating risks such as supply chain disruptions, compliance breaches, and ethical issues through effective risk assessment and management strategies.

6.Budget Management: Manage procurement budgets effectively, tracking expenses, and optimizing spending to achieve cost savings without compromising quality or performance.

7.Cross-functional Collaboration: Collaborate with internal stakeholders across departments such as finance, HR, Operations (Production, Maintenance, Technical, HSSE) and legal to understand their procurement needs and requirements. This includes providing support, advice, and guidance on procurement-related matters to ensure alignment with organizational objectives.

8.Continuous Improvement: Continually evaluate and improve procurement processes, systems, and practices to enhance efficiency, reduce costs, and drive operational excellence. This may involve implementing new technologies, streamlining workflows, and fostering a culture of innovation and continuous learning within the procurement team.

9.Reporting and Analysis: Generate reports, analyze procurement data, and provide insights to senior management on key performance indicators, trends, and opportunities for improvement. This includes monitoring supplier performance, tracking savings achieved, and identifying areas for optimization. 

Job Requirements: 

  • Min. Diploma  in business administration, supply chain management, procurement, finance, Engineering or a related field; and  
  • > 10 years of relevant experience for Senior Officer, 5 - 7 years of experience for Officer position in procurement or supply chain management roles. Experience in negotiating contracts, managing supplier relationships, and implementing procurement strategies is highly valued.
  • Certifications: professional certifications such as Certified Professional in Supply Management (CPSM), Certified Purchasing Manager (CPM), or Certified Professional Purchasing Manager (CPPM) would have further advantage
  • Procurement Skills: Strong procurement skills, including sourcing, supplier management, contract negotiation, and cost analysis. Familiar with procurement processes, best practices, and industry trends. Knowledge of procurement software and tools is also beneficial.
  • Ethical Standards: Integrity and ethical conduct are fundamental for Procurement Executives, as they are entrusted with handling procurement decisions, contracts, and supplier relationships on behalf of the organization. They should adhere to ethical standards, avoid conflicts of interest, and uphold the organization's values.
  • Analytical Skills: Strong analytical skills to evaluate supplier proposals, analyze procurement data, and make informed decisions. Able to identify cost-saving opportunities, assess risks, and optimize procurement strategies based on data-driven insights.
  • Negotiation Skills: Negotiation is a critical aspect of the procurement process. Hence negotiation skills is required to secure favorable terms, prices, and contracts with suppliers while maintaining positive relationships.
  • Communication Skills: Effective communication in interacting with suppliers, internal stakeholders, and senior management. Able to clearly articulate procurement requirements, negotiate terms, and resolve conflicts professionally.
  • Project Management Skills: Able to prioritize tasks, manage timelines, and coordinate with cross-functional teams to ensure timely delivery of goods and services.
  • Attention to Detail: Given the complexity of procurement processes and contracts, attention to detail is essential to avoid errors, discrepancies, and compliance issues.
