About the role

The Utility Engineer is responsible for ensuring the efficient, safe, and compliant operation of utility systems, including the Wastewater Treatment Plant (WWTP), Sewage Treatment Plant (SWTP), and Utility House facilities. This role involves monitoring performance, maintaining compliance with KERRY and DOE standards, and supporting statutory inspections and regulatory requirements

Key responsibilities

WWTP & SWTP Operations

• Monitor and analyze WWTP performance reports to ensure compliance with KERRY and DOE standards.
• Oversee SWTP operations, discharge, and capacity; promptly report any changes to the Superior and QSHE department.
• Ensure all alterations to WWTP and SWTP systems comply with DOE and DOSH regulations.
  
  

Utility Systems Management

• Maintain safe, reliable, and efficient operations of steam boilers, cooling towers, air dryers, air compressors, chiller compressors, backup generators, and deaerators.
• Conduct and review boiler performance monitoring, including combustion analysis, stack emissions, and energy efficiency, ensuring adherence to regulatory guidelines.
• Manage process water, condensate recovery, boiler feed water, chilled water, and compressed air systems in line with standards.
• Monitor air compressor and chiller compressor performance, including temperature, pressure, water quality, refrigeration systems, chemical treatment, and plant supply quality.
  
  

Technical Support & Maintenance

• Advise the Maintenance Team on steam and condensate piping system design and upkeep.
• Coordinate annual external surveys and rectification work for steam traps, piping, and condensate systems.
  
  

Regulatory Compliance & Liaison

• Assist QSHE with inspections, documentation, and inquiries from DOE, DOSH, BOMBA, MBJB, and other authorities.
• Liaise with local authorities and corporations (MBJB, DOSH, DOE, SAJ, GAS Malaysia) regarding utility and WWTP operations, supply interruptions, and quality issues.
• Engage with DOSH for statutory inspections of boilers (PMD), lifting equipment (PMA), and pressurized vessels (PMT), ensuring compliance with DOSH requirements.
• Enforce compliance with Malaysian Standards, Mechanical Codes, and regulations (FMA, OSHA, DOE), including Lockout-Tagout, Confined Space protocols, MSDS, and engineering specifications.
  
  

Gas Supply Management

• Provide daily and annual gas quantity data to GAS Malaysia for natural gas nomination submissions.
  
  

Qualifications and skills

• Strong knowledge of boiler operations and WWTP systems.
• Familiarity with natural gas supply principles, boiler assembly, steam generation, distribution systems, and safe working practices.
  
  

Qualifications

• Certified WWTP Competent Person CePIETSO-BP & CePIETSO-PCP.
• Understanding of OSHA, FMA, and DOE regulations related to utility and WWTP operations.
