The SK318 Development Project involves developing the Rosmari and Marjoram gas field located at SK318 PSC Block at Sarawak Water. This includes the design, construction and commissioning of a multi-billion USD sour gas facility to deliver gas to existing Malaysia LNG gas complex. The project has completed the competitive FEED, Detailed Design phase and is currently entering to the Fabrication stage for the EPC (RMP) and EPCC (OGP) contractors. The selected concepts at DG 3 includes two (2) subsea wells and 2 dry tree wells tie back to RMP topside. Gas will be exported to an onshore gas plant (OGP) for sour gas treatment prior to exporting to gas and condensate customers at Bintulu hub.

What’s the role?

To support the project’s Lead Commissioning Engineer (LCE) in managing the Electrical discipline CSU team within OGP project to execute the pre-commissioning, commissioning activities and initial startup/performance testing of new constructed facilities for the Onshore Gas Plant (OGP), the task including HSSE leadership, interface management and coordinate all handover of all Electrical commissioned systems to Completion team for final compilation before handover to Sarawak Operations/Maintenance team as per the agreed Acceptance Criteria.

Principal Accountabilities:

  • To provide leadership and guidance to the CSU Electrical discipline commissioning site team and implement the safety standards.
  • To lead the CSU Electrical CSU discipline in Pre-commissioning and commissioning all the electrical systems for loop check, HV and LV voltage system testing, motor solo run test, generator commissioning, Electrical Switchgear and protection system, Transformers, Motor Control Center (IMCS) and Distribution Boards, UPS and Battery Chargers, Variable speed drive (VSD) control system, Lighting, Heating, Ventilation an & Air conditioning (HVAC) system in project.
  • To ensure all fields electrical equipment and electrical protection switchgear systems are tested as per SAT, ITR B and CTP requirements.
  • To ensure all the Safety Critical Element (SCE) equipment and its performance standard (PS) testing requirements are captured properly in ITR-B and CTP.
  • To support the LCE in ensuring all the Electrical systems CSU spare part are capture in the integrated CSU spare part list and the list shall be always up to date on the quantity availability.
  • To Lead the Electrical CSU team on ensuring their responsibility on their systems’ ownership are well managed, under control and testing progress are on path and align to the dynamic CSU schedule plan.
  • To ensure the Outside Battery Limit (OSBL) Electrical scopes at MLNG/BAGSF and etc. are well covered, pre-commissioning properly at site.
  • To stand in as acting LCE if required.
  • To supervise electrical related punch lists/outstanding works with plan/priority in place and technically sign off and close-out of punch list items.
  • To ensure all the Electrical related “Red Line” marked up during commissioning are captured and submitted to engineering for final “As Built”.
  • Co-ordinate on site day to day and establish good communication on electrical team commissioning activities, outstanding issues with Construction team, Operations and among the Commissioning disciplines team and ensure safety procedures and standards are followed.
  • To represent Project team for Equipment Factory Acceptance Test (FAT) in vendor premises.
  • To ensure that upon project completion, the as-built drawings are updated correctly, and the relevant discipline parties have copies of reports/vendors data/procedures/as-built information.
  • To take part in the HAZID/HAZOP/PDMS/SUOP/CSU what is Scenario studies and workshops.
  • To attend SIMOPS & Safety interface/coordination meeting with EPCC Contractor, Operations/Maintenance to ensure good regular communications are maintained between site, control room, emergency response and site office.
  • To support LCE in preparation for Start-up on Paper (SUOP) and CSU What If Scenario Workshop.

Qualifications

  • Possess Bachelor’s Degree in Electrical /Electronic Engineering or an equivalent qualification, or a Diploma in Electrical/Electronic Engineering with equivalent status. Experienced in the construction, hook-up, pre-commissioning, commissioning, and startup of Oil & Gas facilities/plants
  • Practitioner of CSU Project Standard and Guide (PS14/PG14b) Construct and Pre-commissioning Facilities Procedure & Commission and Facilities Handover Procedures and knowledge of CSU requirement in ORP different stages. This includes the latest new requirements on Commissioning and Start up (CSU) and Handover Practitioner Guide Recommended Practice (SR.19.01046) guide.
  • Post the Electrical chargeman L1 qualification from Sarawak Electrical Inspectorate Unit (EIU) or Energy Commission from west Malaysia.
  • Must be an IECEx Competence personal.
  • Must post commissioned experience on Low voltage and Medium Voltage (Minimum 11 KV switchgear) electrical system.
  • Must post the Knowledge and Skills in transformer, protection relay/switchgear, distribution board, High pot test etc.
  • Must post the knowledge and experience in commissioning EDG, Gas turbine generator and high-power motor pump or equipment.
  • Must post knowledge and experience in commission the HVAC system
  • Knowledge for the Electrical Safety Rules and LOTO system.
  • Experience and ability in using the Completion Management system (CMS) is an added advantage where the Completion Management System (CMS) for construction/pre-commissioning/Commissioning/handover is an important driver in OGP project during execution phase towards project completion.
  • Have demonstrated through career of experience in strong leadership, problem resolution, ability to manage relationships of multi-disciplines and operation team.
  • Able to work and interpret on PEFS, UEFS, SLD and different disciplines GA drawings.
  • It is an onshore work with tight project schedule working environment.
  • To manage and work with contractors (EPCC contractors, vendors, Licensors, MLNG/BAGSF tie-in contractors, and etc.) HSSE performance and their contract delivery requirements to meet Company expectation.
  • Ensuring a flawless startup of the newly constructed Facilities at onshore.
