Key Responsibilities:

Pre-Tender Stage

  • Review Tender Document and monitor tender procurement exercise
  • Assist in establishing of project budget for Manager's review
  • Assist in carry out value engineering of alternative specification & design
  • Carry out pre-qualification and evaluation of contractor
  • Prepare and recommend list of tenderers to participate in tender for Management's approval
  • Monitor of tender procurement process, which includes tender calling exercise, review tender report, attend tender interview, prepare report for award recommendation.
  • Evaluate of tenderers' submissions and prepare recommendation of award for Management's approval
  • Issuance of Letter of Award for the successful tenderer
  • Coordinate and monitor the submission of cost estimate/ cost plan submitted by consultant,
  • including analysing the elements and benchmark with similar projects and/ or data

Post-Tender Stage

  • Process interim progress payment for Contractors
  • Identify potential variation works and assessment of variation works
  • Manage contractual compliance of project according to conditions contract.
  • Carry out Cost data analysis upon contract award and cost reconciliation upon final account
  • Perform cost control measures according to company policy.
  • Liaise with external consultants and inter-departmental coordination activities
  • Assist on the selection and appointment of Consultant QS including monitoring of their performance.
  • Monitor of project budget throughout the contract period and administrative of contract of works

Other

  • Assist in updating of development cost throughout the entire development process and contract
  • management
  • Assist in compilation of cost data for various work packages of contract
  • Assist in preparation & documentation of standard operating procedure (SOP) within department
  • Liaise with Property Development Dept and Planning & Design Dept to prepare construction cost
  • estimate for feasibility study
  • Any other duties that may be assigned from time to time by the Superior/ Manager/ Management

Qualifications:

  • Possess bachelor’s in quantity surveying
  • Minimum 8 years working experience.
  • Knowledge of Microsoft Excel, Words and Power Point would be an advantage.
  • Knowledge of Cost-Plus contract would be a plus.
  • Expertise in Pre-Contract stage and tender procurement experience, including cost estimates for feasibility study of new land development in northern states.
  • Good understanding of establishment of project construction cost during pre-contract stage and uses this expertise effectively for planning and decision making.
  • Must have good understanding of full cycle of Cost & Contract implementation process; from inception to final account.
  • Able to work independently and possess good negotiation & interpersonal skills, meticulous, confident, high analytical and problem solving skills.
  • Organized, disciplined, self-driven and self-aware with a track record of integrity, commitment, courage and performance.
