JD for Construction Rail Operations Manager
He is responsible in setting up the Construction Rail Operations Department in line with the Company policy requirements. He will manage and control the rail operation activities and the access to the CRO Defined Area / Restricted Area in-accordance with contract requirement including Cross Border Arrangement Plan requirements.
The responsibilities of the CRO Manager include but are not limited to the following:
- Ensure train operation safety hazards and risks are identified and managed.
- Ensure competent staff deployed for safe working protection of all personnel and rolling stock operating within the control of the project.
- Support works train controller to facilitate track possessions
- Arrange and distribute train notices and special operating instructions
- Lead CRO team to co-ordinate all rail movements in accordance with the Construction Rail Operations Rulebook.
- Develop rosters for all Train Crews, Depot/ Section Controllers, PIC's and lookout men
- Apply Fatigue Management Principals in all train crew operations, rosters and emergencies.
- Support the Works Train Team to ensure all locomotives and associated rolling stock are maintained in accordance with the Rolling Stock Management Manual.
- Establish structural chart on incident reporting flow to project director ERP chart and flow on works train operation.
- Identify respond team or ERT from individual WPC per the project requirement.

Qualifications:
- Suitable education background in railway operation
- Several years of experience in railway construction project management.
- Strong leadership and communication skills.
- Excellent organizational and time management abilities
